Winchester Frederick County Conservation Club, Inc. August 18, 2021 Meeting Minutes Officers present: Eric Heflin, Steve Hunt, Marshall Shiley, Rich Sankovich 1. Meeting opened with Prayer led by Eric 2. Secretaries minutes for July 21, 2021 read and approved by membership. 3. Treasurers Report : June 1 checking account Balance was $36,383. June 30 checking account balance was $55,190. Major payouts for month were $5,057 total for land loan, tractor payment, aerator pump, utilities and facilities cost. Land loan payment was $1400 and 97 acre parcel is paid off awaiting deed from bank. Income was $23,864 total from Dues, shelters and raffle ticket sales. $1231 transferred to scholarship CD. Treasurers report approved by membership. 4. Four new members sworn in at meeting. 5. Members asked to bring something to auction at picnic this September. Back room of building has auction items already donated. 6. Duncan Schofield recognized for building two new target frames for ranges and delivering to club prior to meeting. 7. August 21st is club workday from 9 am to 2 pm and food and drink will be provided. Menu will be pulled pork BBQ with sauce, buns, coleslaw and potato salad for those attending along with iced tea, water and soda’s. 8. Picnic again noted as September 5 with food served at 1 pm by Jordan Springs and as always, bring something to auction. 9. Next trout stocking in lake will be in October. 10. $600 was approved previously for some new tools to be used at Club. $475 spent to date. 11. BOD meeting to be held at Club on Sunday August 22 at 5:30 pm. Members reminded that if they wish to serve on BOD or and Officer for next year, that they should submit their names to Eric Heflin prior to September Club meeting/Election. 12. Sound barrier installs at rifle ranges. Work to install will be at 8/21/21 workday. 13. DWR early and late antlerless deer season for Frederick and Shenandoah counties this year and next discussed at length. DWR objective is to eradicate CWD spread. Most all Club members not in agreement with the extra 120 days of early and late antlerless deer season extension. Resolution presented and approved by membership to NOT allow any Deer hunting on Club property in both counties after regular deer season closes and late season starts in early January 2022 nor 2023. Signs to be purchased and installed at Frederick County and Shenandoah County Properties entry points at multiple locations and information posted on WEB site. 14. Discussion about Bag limits per day for deer harvested west of Blue Ridge Mountains. Some stated that the bag limit was UNLIMITED during the early and late antlerless only deer seasons in Sept. 2021 and Jan.-Feb.-March 2022. Research of regulations show that the bag limit per day is TWO on private lands in Frederick and Shenandoah counties. The regulations state that “the bag limit per day is unlimited in ALL CITIES AND TOWNS WEST of Blue Ridge” in the exception area of season bag limits for deer hunting. It does not state that any PRIVATE property in any COUNTY WEST OF BLUE RIDGE has a UNLIMITED BAG LIMIT. The regulations also state that the bag limits for Frederick and Shenandoah Counties is Two Deer per day and that each county has rules on EAB regulations before harvesting a second deer. In addition, if a hunter possesses DCAP, DMAP and DPOP permits, deer harvested with those permits do not count against any daily season bag limit. The outcome of this investigation is that the daily bag limit for hunters on private lands in our counties is two per day during early and late Antlerless seasons and that DWR regulations must be followed concerning those two deer as EAB regulations also apply during regular season bag limitations. 15. Members also reminded that current Club rule is ONE Antlerless/Doe allowed per year per member on Club owned property. 16. Deer harvest of Antlered Bucks on Club owned property discussed. Resolution proposed and adopted by membership that starting in Fall Deer season 2022, only Bucks/Antlered Deer which has at least 3 points on One side may be harvested on Club owned property. 17. Cub Scout Pack 45 letter of appreciation read to membership and a Thank You to them and their leadership/Joe Reger for a $100 donation from the Pack to the Club Scholarship fund. 18. Dues collected since June 15th for 2022 memberships - $37,550. Scholarship Raffle tickets sold to date - $2,478, New members for 2022 – 60 to date. Current 2022 memberships processed as of 8/17/21 is 729 19. Member request approved to build a free standing 3 target frame and install close to still target shooting area for outdoor practice for still target shooting. 20. Shenandoah county 43 acre parcel payments noted as $12,000 for 2022 and $20,000 final payment/payoff in 2023. These are lump sum payments made once per year on note to Ann Zirkle and there is no interest charged to us! 21. 50-50 raffle $41 to winner, $40 to scholarship. Winner donated all back to scholarship. 22. Meeting adjourned.
